Payment Processing Industry News — June 2025

June was a relatively normal month in the processing world. Every story since Global’s announcement to acquire Worldpay back in April seems a bit tame—as that one will be tough to top.

That said, there’s still a lot happening that merchants need to be aware of.

Here’s a roundup of the most noteworthy headlines and payment news from June:

Payment Security Keys Must Be Updated by July 1, 2025

All 1408-bit payment security keys MUST be removed and updated with 1984-bit keys by July 1st. Failure to update these will result in declined transactions.

The 1408-bit keys actually expired back in December. But the card networks offered a grace period for merchants who didn’t update their systems right away.

Your updated 1984-bit keys will be valid until December 2034, so you won’t have to worry about this again for a while. Read the full details here.

Mastercard is Rolling Out a New Clearing Controls Program

On July 11th, Mastercard is officially launching its new clearing controls program.

Called “InControl,” this program is designed for cards enrolled by issuing banks. MCC codes and transaction amounts need to match during the submission process and approved authorization stage, or deposits could be rejected. More updates here.

Shift4 Announced Another Rate Increase

Shift4 will begin charging a Month End Billing Fee of 0.02% (2 basis points) on total volume starting in July.

This announcement comes just a couple of months after a 0.05% + $0.03 per transaction increase that went into effect in March.

Two increases in the first half of the year are obviously not ideal for merchants. While the new 0.02% Month End Billing can be avoided by switching to Daily Billing, this can be a major accounting headache for most businesses.

So if you’re using Shift4, contact our team at MCC for alternative options. We can help negotiate your rate directly with Shift4 so you can save money without switching providers.

North Carolina Bill to Regulate Surcharging Continues to Make Progress

North Carolina House Bill 13 was initially introduced back in January. But the House reviewed it twice again in June, showing favorable signs that it will pass and become law.

If HB 13 goes into effect, credit card surcharge fees in North Carolina will be capped at 3% of the transaction or the merchant’s cost of processing (whichever is less). The bill also outlines new disclosure requirements for both in-person and online transactions in the state.

Assuming it passes, these rules will take effect on October 1, 2025.

We’ll continue monitoring this and updating our North Carolina Surcharge Laws page as new information becomes available.

Visa rolled out its new account-to-account (A2) payments feature in the UK. What sets this apart from traditional A2A offerings is a guarantee.

Traditional A2A payments are low-cost but carry settlement and fraud risks that most merchants aren’t comfortable with. So this new offering supports real-time payments with another layer of guarantees—making it a more viable option for businesses to adopt. Read more.
