Visa’s Commercial Enhanced Data Program sets reduced interchange rates for eligible commercial and small business credit card transactions. This gets applied when merchants submit complete and accurate Level 3 data.
Verified merchants can get these rates applied automatically at the time of the transaction. Whereas unverified merchants can still qualify for these savings in the form of lagged interchange credits once their transactions pass Visa’s data validation.
Below are the current CEDP rates published by Visa.
Commercial Credit Card CEDP Rates
These rates apply to Corporate and Purchasing card transactions that qualify for CEDP under Product 3:
- Commercial Fuel Product 3 — 1.75% + $0.10
- Corporate Non-Travel Product 3 — 1.75% + $0.10
- Purchasing Non-Travel Product 3 — 1.75% + $0.10
- Corporate Large Ticket — 1.30% + $35.00
- Purchasing Large Ticket — 1.30% + $35.00
The Corporate and Purchasing card Product 3 rates have not changed since they first took effect.
Business Card CEDP Rates (Small Business)
These new rates went into effect on January 24, 2026, which reflects an increase of 65 basis points across all five Business Tier Product 3 categories:
- Business Tier 1 Product 3 — 2.40% + $0.10
- Business Tier 2 Product 3 — 2.55% + $0.10
- Business Tier 3 Product 3 — 2.60% + $0.10
- Business Tier 4 Product 3 — 2.70% + $0.10
- Business Tier 5 Product 3 — 2.75% + $0.10
The tier isn’t something merchants can control based on your data, submissions, or volume. It’s strictly based on the card.
Business card rates fall into five tiers based on the type of card being used in the transaction. Visa has a range of different Small Business Credit Products, including Business Credit, Signature Business, and Infinite Credit. Each falls into different tiers based on the rewards offered to the cardholder (the better the rewards, the more expensive the rate).
CEDP Participation Fee
In addition to the interchange rates above, all CEDP-eligible transactions submitted with Level 3 data are charged a 0.05% participation fee.
This applies whether the transaction ultimately qualifies for the reduced Product 3 rates, meaning you could be paying the fee even if you’re not getting the lower rates.
Like the interchange categories and rates, the participation fee is set by Visa and non-negotiable.
