August was a busy month in the payments space, particularly in terms of rate increases and new fee announcements that either went into effect this month or will be going into effect for September.
Here’s a roundup of all the latest news and headlines:
New OpenEdge Rate Increase Went Into Effect
OpenEdge increased its pricing in August on discount rates, authorization fees, and per item fees.
Unfortunately, this announcement was extremely vague and didn’t actually specify the exact rate changes. So merchants using OpenEdge will need to keep a close eye on their August 2025 statements when they’re sent out in September.

Heartland Implements New Fees in August and Announces Another New Fee For October
In August, Heartland increased its Customer Intelligence Suite Fee to $59.95 per month.
They also announced a new fee that’s being introduced in October—a new Infrastructure Upgrade Fee for a whopping $450.

Fiserv is Increasing Rates in September
Beginning September 1st, Fiserv is increasing its discount rates by 0.10% + $0.10 per transaction.
They are using the card network changes to justify the increase, even though changes at the interchange level should have no impact on how Fiserv marks up your transactions.

Shift4 to Increase Multiple Fees and Rates in September
In August, we saw Shift4 add a new $99 Annual Program Fee charged per location on client statements. In addition to this new annual fee, Shift4 has also announced five new rate increases going into effect for September:
- 0.07% + $0.05 per transaction increase
- $20 BMS portal fee
- $50 premium monthly support and service fee
- $35 fee per chargeback fee
- $0.40 batch header fee

Chase Notifies Merchants of Changes to Discover Fees in September
Chase sent a notice to businesses about new fees that apply to Discover transactions. Beginning September 8th, merchants will see the following changes when accepting Discover cards:
- $0.01235 authorization rate
- $0.0125 per transaction ate
- 0.0712% assessment fee
- 0.452 international processing fee
The notice from Chase also said that the conveyed Discover transaction fee is eliminated.

Moneris Rate Increase Goes Into Effect in September
Canadian processor Moneris is increasing its credit card processing rates from 0.335% + $0.10 per transaction to 0.51% + $0.10 per transaction.
Debit card transactions processed by Moneris are also increasing from $0.11 to $0.16 per transaction.

New PNC Bank Integration With Oracle Fusion Cloud
PNC Bank has integrated its PINACLE Connect platform with Oracle Fusion Cloud, which allows commercial banking clients to access treasury services directly in Oracle’s ERP software.
Balances, transaction information, payment initiation, payment approval, and account reconciliation can all be handled from Oracle so businesses no longer have to switch between two platforms.
BMO and RBC Interested in Selling Moneris for $2 Billion
It’s being reported that BMO (Bank of Montreal) and RBC (Royal Bank of Canada) are shopping around Moneris for $2 billion.
These two Canadian financial institutions each own a 50% share of the Canadian payment processor.
Reports indicate that this potential sale is still in the early stages, but it’s definitely worth keeping an eye on. Read more here.
Amex and Toast Announce Strategic Partnership
Earlier this month, a press release from Toast announced a multi-year strategic partnership with American Express.
The partnership is focused on personalizing hospitality experiences in Toast locations throughout the US with networks like Resy and Tock.
By combining the guestbook capabilities of Resy and Tock with Toast’s technology, the restaurant staff can view customer information on Toast’s handheld terminals and POS systems.
More Companies Apply For Georgia’s Special Banking Charter
Over the past year, I’ve previously talked about players like Stripe and Fiserv applying for a special banking charter license in Georgia.
But now it’s being reported that two additional companies in the payments space are applying for the same license.
The names of the companies have not yet been released. But reports indicate that the official announcement will be made within the next two months. We’ll continue to follow this story and share any updates.
